The former Personal Representative of the UN Secretary-General for Iraq, Argentine Emilio Cardenas, indicated that the rapid appointment of a UN SG personal envoy is essential to break the deadlock in the Western Sahara issue.

In a recent article published by the Uruguayan daily “El Diario”, Emilio Cardenas, also a former Argentine ambassador to the UN, deplored the delay in appointing a new envoy for Western Sahara, affirming that “the current status quo is favourable to Morocco”.

The Argentine diplomat who chaired the UN Security Council in January 1995 said that the delay of a year and a half was slowly deterring the mere possibility of holding a transparent referendum on self-determination, as provided for by the United Nations.

Emilio Cardenas was both a member of the Sanctions Committee on the former Yugoslavia and vice-president of the United Nations Economic and Social Council.
